Bar Association Rates Judge Candidates

The Cincinnati Bar Association has released its annual ratings for this fall’s judicial candidates, compiled from ballots sent to about 6,000 area lawyers. It received 531 responses that rated candidates as excellent, good, fair or poor in four categories:

• Integrity, character and objectivity;

• Legal experience, knowledge and ability;

• Respect for and courtesy to litigants, counsel and witnesses;

• Diligence.

Patrick Fischer, a candidate for Ohio’s First District Court of Appeals, came out a clear winner, with an average excellent rating of 87 percent in the four categories. The next best were John Williams and Stephen Black, both with 75 percent averages.

Williams and Black were rated, respectively, by 125 and 95 of the respondents, compared with 230 for Fischer. Williams is running for juvenile court judge, and Black is running for domestic relations judge.

Fischer’s 89 percent rating for “integrity, character and objectivity” was also the highest excellent rating achieved by any of the 15 candidates. In fact, he got excellent ratings of 80 or better in each category, and no one else got a rating above 79 in any category.

At the other end of the spectrum, Tracie Hunter, a candidate for the juvenile court bench, was the pretty clear loser based on numerical ratings. Her average excellent rating was only 23, while her average poor rating was a whopping 37. Only 39 of the 531 respondents were familiar enough with her work to give her a rating, but 19 of them rated her “legal experience, knowledge and ability” as poor.

A lot more lawyers have seen Judge William Mallory in action – he was rated by 292 lawyers – but less than a third of them rated him as excellent. Mallory is on the First District Court of Appeals and running against Fischer.

How to Keep Your Child Safe

It's every parent's worst nightmare: A child is snatched from the playground in broad daylight never to be seen or heard from again. And it feels like it's happening all the time. But while it may seem like we are in the midst of a kidnapping epidemic, the truth is much less scary. According to data from the U.S. Justice Department and the National Center for Missing and Exploited Children (NCMEC), kidnappings are on the decline.
Each year, between 200 and 300 kids are taken in "stereotypical" kidnappings (i.e. grabbed from their homes or playgrounds and then murdered or held for ransom), and 50 to 150 are murdered. Officials expect this year's total number to dip to near 100, hopefully dragging down the murder rate accordingly. And despite what you might reasonably think after hearing the terrible stories of Elizabeth Smart (who was returned safely home more than nine months after her abduction) and Samantha Runnion, the specter of kidnapping by strangers should not be parents' primary concern; parents themselves perpetrate more than 98 percent of all kidnappings, according to the DOJ. While about 700,000 missing children reports were filed in 2001, only a tiny percentage of those cases were non-family abductions. And here's one piece of positive news: 94 percent of kidnapped children are returned to their parents.

Hamilton County Juvenile Court, located in Cincinnati, Ohio, has jurisdiction over many juvenile-related matters, including delinquency, unruly and traffic charges, dependency, abuse and neglect allegations, and certain custody, visitation and child support matters. 

The Court has four locations:

 Judges' Office  -  hosts the Clerk's office, probation and administrative offices, and holds most of the Court hearings.

The Youth Center  -  a 160-bed secure placement facility for youths awaiting adjudication or transfer to other facilities. The Youth Center provides a 24-hour complaint processing office and holds the plea hearings for youths being housed at the facility. It also houses girls in the Multidimensional Assessment Program (MAP).

Hillcrest Training School  -  a 118-bed correctional/treatment facility for adjudicated youths, providing educational and rehabilitative services to placed youths, and Aftercare supervision to youths who have completed the residential program. Hillcrest also houses boys in the Multidimensional Assessment Program.

 Work Detail  -  supervises youths performing Court-ordered community service.
